はじめに、1930年代の日本と英領インドとの通商関係についての歴史的前提、イギリス本国にとって英領インド植民地領有の経済的意義、「インド関税調査委員会報告」(1932年11月)を葬り去り,対英特恵関税を維持するために、日印会商のなかで日本政府代表とインド政庁(澤田節蔵らの政府間協調外交姿勢、インド政庁側の動き―ジョセフ・ボアとジョージ・シャスター)、まとめにかえて(インド政庁にとって課税に値する日本綿布、日本の加工綿布を求めるインド人貿易商)。
