provides a comparative historical analysis of Chinese American elites, specifically herbalists and missionaries, in San Francisco and Los Angeles who were exempt from the U.S. Exclusion Act of 1882 and shows how a small segment of the Chinese American population in the two cities was able to enjoy inclusion during the period of extreme discrimination
