1988年にアメリカの圧力でたばこ市場が開放され、たばこの広告・販促規制法が骨抜きにされたことで広告などが増え喫煙率が増加したこと、1995年に国民健康保険法が制定されたが、その前の6年間はもちろん、それ以後もたばこの広告・販促規制が有名無実化していることを論じている。
