はじめに、内務省官吏兼沖縄県御用掛の俣野景孝等から内務大書記官松田道之・沖縄県令心得木梨精一郎あての意見書、内務卿伊藤博文より沖縄県令鍋島直彬あて書翰。 明治十二年の琉球処分に関する新史料として新聞で話題を呼んだ史料を翻刻し、語釈と歴史的背景や史料のもつ意味について解説を加え、周辺の関連史料についても紹介したもの。
